Project by Scott Wayne Indiana

Started in September of 2005 and still going strong, the
Portland Horse Project inspires moments of whimsy with
a nod to history. People of all ages enjoy catching glimpses
of toy horses tethered to rings as the city embraced
this participatory public art project from the beginning!
